US Navy text to speech code in C from the 70's.

Modified to add 3 different encodings/speech systems (klatt, superior - a BBC micro text to speech rom, and toal - a single-character encoding in iso 8859-1 optimised for a spelling correction project)

Recently checked to compile on modern C compilers.
